I think towing a non-abandoned/non-disabled vehicle is also dangerously close to overstepping some bounds of the HOA.. Unless maybe it's a gated community (then the streets are not considered "public")
I would say he should know the rules of his HOA and if he didn't like them he shouldn't be in the neighborhood.. but my HOA rules are an inch and a half thick.. I have no idea what 90% of them are... And I really don't care either.

Yeah, but this story illustrates the fact that the B.S. restrictions often go too far. City ordinances will fix the Mustang problem, and if the neighbor wants to paint the house in garish colors, as much as I may dislike it I will tolerate it for the freedom of us all.
