N910SF (cn 46524/65) Take a look for yourself, this is one strange bird. Registered to the Missile Defense Agency and is used to test ballistic missile detection systems. Also known as the WASP - Widebody Airborne Sensor Platform. Thanks R.P. for the info.

I'd never seen that before, so I guess you learn something every day. I'd never even heard of the tethered aerostate program until last month though, so I'm years behind. :))

As it's seen in the image Ed posted, the massive infrared sensor looks like a giant microphone and I was reminded me of very early aircraft detection systems that used sound to focus in on enemy planes:
