It's the Estonian government's attempt to resurrect a national airline. It's actually a virtual airline (similar arrangement to Citywing) using Adria aircraft.

Interesting - thanks. Seems like at least some of those aircraft are ex-Estonian, though!

Both their Cr7s are ex-Estonian. Regional One own the aircraft, Adria operate them on lease for Nordica via Nordic Aviation. All sounds perfectly legit ;)
