In DC? Weather was beautiful - sunny, in the high 50s during the day.

If I'm looking at your photo correctly, and that's Pleiades in the lower right, then that should be Andromeda (M31) in the top right. Additionally, I think you can see the Double Cluster (NGC 869 and 884) about 1/4 of the way down from the top and 1/3 in from the left. And you might have picked up a faint NGC 752. Here, I'll just draw it up and label it:
1. Andromeda
2. NGC 752
3. Double Cluster
4. M34 open cluster
5. Pleiades
I had to do this in Paint, which means the quality went to hell, so look on your original to actually see what I marked.
Also keep in mind it's entirely possible that I'm in the completely wrong region of the sky.

EDIT: Yeah, that is Andromeda. Here's a cropped-in shot I took last winter. You can see the same bright stars (not the dim ones, since this is LA

) that show up in your photo (though upside-down, as I caught it on the other side of the Polestar):
