Naval Air Systems Command (NAVAIR) intends to procure on a competitive basis twenty-one (21) new Mi-17 variant medium-lift, multi-purpose transport helicopters and associated zip kits, tool kits, and spare parts. For the purposes of this presolicitation notice, Mi-17 variant helicopter is defined as either a Mi-17V5 or Mi-171/172 helicopter with tail ramp. The Government anticipates award of a Firm Fixed Price (FFP) FAR Part 12 contract to the responsible offeror who provides the lowest price, technically acceptable offer. All aircraft shall be delivered to Kabul International Airport, Kabul, Afghanistan on a staggered delivery schedule with the last aircraft being delivered no later than 720 days after contract award.

I wonder why that model in particular. It seems odd they are specifying a model rather than a set of specifications. For all intents and purposes this disqualifies any manufacturer other than Mil or those selling used Mi-17's, or maybe be manufactured under license from Mil (HAL?).

I'm not arguing the fact that it's a good, dependable, sturdy, cheap helo, but there are likely others that can also do the required job.

it is probably because the Afghani soldiers, who are going to operate the helicopters, have lots of experience with Mil-8 helos and other Russian equipment, so training would be no real issue.
I´ve seen lots of Mil-8s in Kabul airport.
