Does that article actually have any source on which to base that price tag? From reading the article I can't but feel that they get that number under the assumption that Mexico is buying the 787 at list price. And given that MSN6 is one of the 20 Terrible Teens, it is probably a safe bet that Mexico is paying a rather low price for the plane itself.
Also, 10,000 miles of range? Doesn't seem realistic either, for one because the early 787s have about 1,000 miles less range than the regular 787s, and while as a business jet they are lighter than a pax jet, the article is implying that there will be a lot of expensive and probably very heavy equipment on board that will reduce range.
Of course, the VC-25s are capable of air-to-air refueling, so their range isn't actually limited anyway.
All in all, yes, seems like an expensive purchase by the MAF, but probably nowhere near as expensive and "better than AF1" than that article portrays it to be.
