EASA: ‘Still a lot of work’ to be done before allowing MAX to fly
European Aviation Safety Agency (EASA) executive director Patrick Ky said there is “still a lot of work to be performed” before it will allow the Boeing 737 MAX to return to service. Europe’s aviation safety authority has criticized the way FAA has allowed Boeing to “auto-certify” the key systems.

Braathens to phase out Avro RJ fleet
Swedish carrier Braathens Regional Airlines (BRA) plans to withdraw its fleet of Avro RJs from service by early 2020.
The airline is putting its entire fleet of eight Avro RJ100s and two RJ85s up for sale; the aircraft were manufactured between 1993 and 2001 and will be released from BRA service between 3Q 2019 and 1Q 2020.

Russia’s Polar Airlines orders 10 L-610 regional aircraft
Russia’s Polar Airlines has placed an order for 10 L-610 regional aircraft from the Ural Works of Civil Aviation (UWCA), the company said Sept. 2. The aircraft is scheduled to be delivered from 2023-2025.
The carrier plans to replace its Antonov An-24 and An-26 fleet with the L-610s.

Cathay makes staff, inspection changes after oxygen bottle incidents
Cathay Pacific Airways is implementing new inspection protocols and taking some staff off flight duties as the Hong Kong-based carrier continues to investigate how oxygen bottles were emptied on three aircraft in recent weeks.
During preflight checks on the affected aircraft, some portable oxygen bottles were discovered to be partially or fully emptied. The portable bottles are for use by crew members in emergency situations.

Vietnam Airlines gets USA air carrier permit
Vietnam Airlines has been awarded a foreign air carrier permit from the US Department of Transportation, a regulatory filing shows.
The airline is authorized to operate flights between Ho Chi Minh City and Hanoi to several US destinations as well as flights via points in Taipei, Taiwan and Osaka and Nagoya in Japan.

American pushes scheduled Max flights out one month, to December
American Airlines has removed another month of Boeing 737 Max flights from its schedules and now plans for the aircraft to be back in service on 4 December.
The Fort Worth-based airline previously had Max flights resuming on 3 November.

Aigle Azur confirms bankruptcy filing
French carrier Aigle Azur has filed for bankruptcy, but will continue to operate flights during a "period of observation".
The Paris Orly-based airline says it was placed in receivership on 2 September, under a judicial administrator, and that court bankruptcy proceedings having been initiated.

El Al to own half of 787 fleet after lease rejig
Israeli carrier El Al will own half the Boeing 787s in its fleet, having reversed plans for a sale-and-leaseback deal.
The airline says a planned sale-and-leaseback of two 787-8s with a foreign lessor has been amended, and that one of the two will instead be owned when it is delivered in the fourth quarter.

SAS shifting Los Angeles service to Copenhagen
Scandinavia's SAS is to challenge budget carrier Norwegian on the transatlantic route to Los Angeles from Copenhagen next year, by transferring its current service from Stockholm.
It says it will "relocate" its services on the Stockholm-Los Angeles route to the Danish capital from 13 January 2020.

NordStar plans freighter operation using 767s
Russian carrier NordStar is intending to shift into freighter operations, with plans to acquire Boeing 767-300F twinjets.
NordStar says it is looking to lease up to five of the type through state aircraft leasing firm GTLK.

Uzbekistan offering Boeing and Ilyushin types for sale
Uzbekistan Airways is attempting to sell multiple Boeing aircraft as the Central Asian flag-carrier updates its fleet.
The airline is advertising four 767s – two passenger -300ERs and two freighters – which were respectively built in 2003-04 and 1996-97.

New Tokyo Haneda international slots available in spring 2020
Japanese aviation authorities have revealed how many of the new slots at Tokyo Haneda Airport will be allocated to various international markets, although for the most part specific routes are yet to be announced. The Ministry of Land, Infrastructure and Transport (MLIT) allowed 50 new daily slots at Haneda, after reaching agreement with various stakeholders regarding airspace changes over metropolitan Tokyo.

French air traffic control failure causes major flight delays
An IT system outage at French air navigation service provider DSNA on Sept. 1 caused major delays at airports in France and neighboring countries.
The computer crash caused delays of 30 min. to an hour-and-a-half at French airports.
