Those masts on the right look high, and from the map they must cross pretty close to the 28 end. Do boats like that need an ATC clearance to cross the centreline?

No, but there are minimum distances for these boats, and ATC and Coast Guard are after skippers who are violating them. Happens frequently, though, especially at the 10 end.
