Pretty amazing!
There's the right way, the wrong way and the railway.

Saw this a couple of days ago on a railroading website. That tank car was full of ethylene oxide. Fortunately, it didn't rupture.

Nasty, they dodged a bullet there. Worst load I've ever seen was on a private siding network near Middlesborough (the big ICI plant). I saw a loco shunting two tank cars, at each end of the formation was another wagon with a shock absorbing rig on it, serious protection for the wagons. When I drove past the tank cars I saw why the elaborate precautions were used, the cars contained Hydrocyanic acid. {bugeye}

Why wouldn't the train stop to let the tornado past by?

It was the middle of the winter. There apparently were no watches or warnings out. It formed spontaneously.

They don't exactly stop on a dime, either. Assuming they hoped the train was heavy enough that it would stay on the tracks?

What weather do RR companies watch for?

The major railroad dispatch centers are linked to the NWS. Each dispatcher notifies the appropriate train crews, track crews, and signal maintainers when thunderstorm and tornado warnings are issued for the areas they're operating in. Dispatchers order train crews to stop (via radio and signals) before entering an area in which there has been verified tornado and straight-line winds.
