I can get similar results using the now free 'Nik Collection'; one of the processes called 'detail extractor'. It brings out everything (and I have used it to a small extent on some of my images) but does create a lot of jaggies as a side-effect.

The trick with Nik Tools is to not apply the filters on the entire image, but only on selected areas. That can deliver stunning results and create hyper-realistic effects like in that UPS MD-11 shot.
