Twin Cities-based Sun Country Airlines says it is working with the FAA to manually clear flights for takeoff, after previously putting all scheduled flights on hold due to a "system outage" that is also impacting other carriers around the world.

What flight planning system do they use? Be a good place to start with why this is happening.

I wonder what the cost of running a shadow res system would be vs the cost of the outages that airlines are seeing of late? I'm guessing it's costly given that most (all?) airlines operate from a single system that appears vulnerable to the slightest glitch.

Sounds like it was a glitch with the AIMS International software that Sun Country uses.

Was this just an ad-hoc solution, or are there actual planned contingencies in place for situations such as this?

Probably ad-hoc. While working at Express Jet I encountered a similar situation and we tried calling the flight plans into FSS but the sheer amount of releases pretty much showed that to be almost impossible. Consider at the time there were 30-40 departures from IAH alone, the amount of time it takes to read off the necessary info, and you get the idea. The connection was restored while the majority of us still had hair.
