I'm still trying to figure out how he got up on the wing without having to climb the engine nacelle to get there. The first link says that the pilots saw him approaching the plane so they must have shut the engines down immediately. In any event, you can see the overwing exit in shadow being opened to let law enforcement out on the wing. Second article says that the plane departed without further delay but I don't see how it didn't have to return to the gate for inspection.
What's the point of an open door policy if inside the open door sits a closed mind?

ABC7 Chicago reported the flight returned to gate for an inspection before departure.
