If this were the U.S. I'd say any jury would probably let her off. Since the airlines have amended their policies based on her actions it becomes apparent that they realized the loophole they had left open and she just legally exploited.
Since this is communist China, she is just another capitalist exploiting the other hard working proletariat consumers by driving up prices for everyone for her own self enjoyment.
